INTERVIEW: Marking his first full year in post, Ontario’s Inspector General of Policing Ryan Teschner has launched a new three-year strategy for policing in the province, along with a promise to be a ‘right-touch regulator’ who will propel Ontario to become a global centre of excellence; he spoke to Policing Insight’s Sarah Gibbons about the aim of the strategy, his ambitions for the service, and how his role and the new organisation he leads has been welcomed by police agencies across the province.

OPINION: A ruling by the British Columbia Supreme Court has cleared the way for Surrey Police Service to take over from the RCMP as the force of jurisdiction from next month; Royal Roads University Associate Lecturer Dr Bryce Casavant believes the Federal Government support for the move to municipal policing in Surrey could see other communities around Canada follow suit.

ANALYSIS: The work of the West Midlands Police Data Ethics Committee has been recognised as pioneering in England and Wales, but until now the impact of its activities had not been fully assessed; Northumbria University Professor Marion Oswald, Senior Research Associate at the Alan Turing Institute and Chair of the Committee, outlines the findings of a new report which evaluates that activity, and suggests steps to improve outcomes both for the West Midlands Police and other forces looking to follow suit.

FEATURE: Multi-agency scrutiny panels which examine domestic abuse cases that have been deemed ‘no further action’ in Avon and Somerset have helped to identify mistakes, highlight learning opportunities for police and partner agencies, and increase transparency for victim/survivors, as Policing Insight’s Sarah Gibbons reports.

INTERVIEW: In the second of a two-part interview, HM Chief Inspector of Constabulary Andy Cooke QPM DL told Policing Insight’s James Sweetland that the Inspectorate should play a role in picking chief constables as he and his team “know more about policing than police and crime commissioners”; he also explained why the Inspectorate needs new powers, and how a £13 million funding boost could pay for an artificial intelligence “early warning system” to identify forces at risk of going into special measures.

FEATURE: A recent report from HM Inspectorate of Constabulary and Fire & Rescue Services into activism and impartiality in policing has found that senior officers regularly face undue political pressure to influence operational issues, while a lack of guidance on impartiality, forces’ failures to respond to media inaccuracies, and inconsistencies around dealing with non-crime hate incidents are all damaging the perception of policing, as Policing Insight’s Sarah Gibbons reports.

FEATURE: Decisions around national policing currently require a national collaboration agreement to be signed by 103 signatories, including chief constables and police and crime commissioners; but with national and transnational threats increasing, National Police Chiefs’ Council Chair Gavin Stephen believes this 60-year model of policing is failing to keep pace, as Policing Insight’s Tina Orr Munro reports.
